The Knox County Clerk Dealer Departments were established to provide service for new and used car dealers, large fleet owners and rental car agencies in Knox County. We have two locations to choose from:

OUT OF STATE DEALERS
Title applications for vehicles purchased out of state are processed at the Old Courthouse. All Fed Ex, UPS, USPS Overnight mail should be sent to:

The following documents must be submitted to our office to properly title and register a vehicle in Knox County:
- Properly reassigned title or Manufacturer's Certificate of Origin (MSO).
- Itemized bill of sale (must include purchase price, trade in, and any applicable sales tax that has been collected).
- The odometer disclosure statement if applicable.
- Previous vehicle registration if customer is transferring a license plate from another vehicle. (Registration must be in the same name as the new vehicle).
- Proof of residency/Drivers License copy
The customer will need to come into our office to complete the transaction or you will need to submit a notarized Power of Attorney from the customer allowing the Knox County Clerk's Office to process and sign the title and registration application.
If vehicle is leased, please provide all documents listed above, a notarized power of attorney from the lease company, Tennessee Sales Tax number, and a completed Vehicle Owner's Authorization.If you wish to have a copy of registration sent back to the dealership please include a self addressed stamped envelope.

The Knox County Clerk's Office accepts cash, checks, and credit cards (Visa, MasterCard, and American Express). We cannot accept credit cards for Passport services. A fee of 2.5% is assessed by the electronic processing company on all credit and debit card transactions. This fee does not go to the Knox County Clerk's Office. When you submit a check, you are authorizing electronic movement of funds from your account to the Knox County Clerk's account for payment of your transaction. There is a $30.00 NSF fee on all returned checks that are processed electronically. For those checks that are not processed electronically, the following statutory penalties will apply: the amount of the check on any amount owing less than or equal to twenty dollars, $20.00 on any amount owing greater than twenty dollars but less than two thousand dollars, and 1% on any amount owing greater than two thousand dollars.
