The Knox County Department of Air Quality Management (Air Quality) provides public participation opportunities in the following areas: Air Pollution Control Board meetings, draft regulatory revisions, proposed construction and/or modification of air contaminant sources, draft Title V operating permits and draft permits establishing federally enforceable limits.

Air Quality will provide at least 30 days for public comment and will give notice of any public hearing at least 30 days in advance of the hearing. Written comments on public noticed actions must be submitted using one of the following methods:

As required by Section 26-34 of the Knox County Code, the Knox County Department of Air Quality Management (Air Quality) is providing notice of the Air Pollution Control Board meetings which are open to the public. Also, Air Quality is providing the public with an opportunity to review and submit written comments and/or attend a public hearing on draft regulatory revisions.

The Air Pollution Control Board meeting agenda and draft regulatory revisions, if applicable, are available for review during regular business hours at the Air Quality office located at 140 Dameron Avenue, Knoxville, TN 37917. Also, an electronic copy of the materials is available below. Written comments must be received before the Air Pollution Control Board meeting.

As required by Knox County Air Quality Management Regulation Sections 25.1-D, 25.1-E, and 25.3-I, the Knox County Department of Air Quality Management (KCDAQM) is providing the public opportunity to review and submit written comments on draft permit for the construction, modification, and/or operation of air contaminant source(s) as noted below. In addition, a public hearing may be requested.

Mercedes-Benz of Knoxville has applied to construct a collision center located at 10580 Parkside Drive, Knoxville, TN 37922. The proposed operation consists of two (2) spray booths and one (1) prep station utilizing filters as a control. To be considered, written comments must be received no later than March 31, 2023.


East Tennessee Children’s Hospital has applied to modify the hospital complex located at 2018 Clinch Avenue, Knoxville, TN 37916. The existing operation consists of fourteen (14) natural gas/distillate oil boilers and five (5) emergency generators. The requested modification is to add a natural gas emergency generator. The Letco Group, LLC DBA Living Earth has applied to modify the wood mulching operation located at 8707 Joe Daniels Road, Knoxville, TN 37931. The existing operation consists of two (2) wood grinders, a screen, and conveyor. The requested modification is to add a screen and stacker.
