Whether you filed an Informal Appeal or not during our Informal Appeals process, it is your right to appeal the value or classification of your property to the Knox County Board of Equalization if you so choose.


Appeal Instructions

If you believe the listed value of your parcel does not reflect the fair market value or classification of your property, you may appeal to the County Board of Equalization. You must schedule an appointment by calling (865) 215-2006 beginning Tuesday, May 28, 2024 through Friday, June 28, 2024. Every effort will be made to accommodate all appeals to the County Board. Failure to appeal to the County Board of Equalization will result in the values and the classification being final for tax year 2024.

My name is Phil Ballard, and it is with great honor and privilege that I serve as your property assessor.

As a lifelong resident of the Carter community with previous experience as Property Assessor, I am committed to implementing technological improvements and staff training that will significantly enhance our office's professionalism, customer service, and information accessibility.

I hold a Tennessee Real Estate License and have been recognized as the East Tennessee Assessor of the Year by my peers. Since 2008, I have been a proud member of the International Association of Assessing Officers and have earned the AAS designation.

My staff members are highly skilled and diligent, fully aware that we serve you. We understand that your home is probably your largest and most significant investment, and we regard this responsibility with the utmost seriousness.
