2021 Consolidated Annual Performance and Evaluation Report

This is Knox County’s draft version of the 2021 Consolidated Annual Performance and Evaluation Report (CAPER).

The CAPER documents the County’s activities and performance under the Community Development Block Grant (CDBG), Community Development Block Grant CARES Act (CDBG-CV) and the HOME Investment Partnerships (HOME) programs during the 2021 program year. Programs awarded funding addressed the specific housing and service needs of the community. The draft version of the CAPER is available online from September 12, 2022 through September 28, 2022. Substantial Amendment to 2020 Consolidated Plan and 2020 Annual Action Plan

Knox County Grants & Community Development (KCCD) is proposing a Substantial Amendment to its U.S. Department of Housing and Urban Development (HUD) approved FY2020-2024 Consolidated Plan and FY 2020 Annual Action Plan. This amendment proposes to allocate CDBG-CV funds to assist low- to moderate-income residents of Knox County who are negatively impacted by the COVID-19 pandemic. The Public comment period is August 1, 2022 through August 23, 2022.

The proposed amendment is available online from August 1, 2022 through August 23, 2022. A virtual public meeting to solicit community input will be held at 10:00 a.m. on Tuesday, August 9, 2022. To access the virtual meeting, please register at: here.

This Substantial Amendment will go before Knox County Commission at 5:00 pm on August 22, 2022 and will be submitted to HUD for approval on or around August 25, 2022.

SUBSTANTIAL AMENDMENT TO 2021 ANNUAL ACTION PLAN

This is a Substantial Amendment to Knox County’s HUD-approved PY 2021 Annual Action Plan, increasing the allocation of funding of U.S. Housing and Urban Development (HUD) PY21 CDBG funds for HomeSource East Tennessee from $91,240 to $140,000. This project was previously approved and is seeking additional funding to account for increased costs in construction to expand the Willow Place Community Room.

The proposed amendment is available online from July 22, 2022 through August 23, 2022. A virtual public meeting will be held at 10:00am on Tuesday, August 9, 2022. To register for the virtual public meeting, please go to: zoom

The public hearing will occur when this Substantial Amendment is presented to Knox County Commission for approval on August 22, 2022. This will be a part of the regularly scheduled County Commission meeting at 5:00p.m., located in the Large Assembly Room on the Main Level of the City-County Building.
