"My goal is to serve the citizens of Knox County and respond to the
needs of our judicial system with an innovative approach, remaining customer focused, and providing cost effect solutions to problems. "
Catherine F. Quist
Cathy Quist is the Clerk of the Knox County Juvenile Court, General Sessions Court (Civil Division) and Circuit Courts, having first been elected in 1998. Cathy is the first attorney to serve as such.
Cathy was born and raised in Oak Ridge, Tennessee and attended local schools including the University of Tennessee where she earned a B.S. Degree in Education and a Doctor of Jurisprudence Degree. Cathy worked as an attorney in private practice for three years before accepting an appointment as a Deputy Law Director for Knox County. Cathy worked as a Deputy Law Director for seven years where she specialized in cases affecting education. She is also a Certified Public Administrator.
Cathy was encouraged to seek election as Clerk for the Juvenile, Civil Sessions and Circuit Courts in 1998. Despite daunting odds, Cathy undertook the challenge of facing an entrenched incumbent, stressing efficiency, technology and professionalism in meeting the needs of the Knox County court system. Many observers were surprised when Cathy won the Republican primary with almost sixty percent of the vote. Cathy was unopposed in the general election.
Cathy immediately set out to fulfill her pledge to the people of Knox County by implementing new procedures for the courts such as a long-needed computer system.
Cathy Quist continues to strive to improve her office operation, stressing accountability, improved communication, and service to the public.
Cathy makes her home in West Knoxville.
