Environmental Stewardship Program

NOTICE: The Environmental Stewardship Program (ESP) is no longer funded for private property projects. Revenue shortfalls necessitated a reduction in the county budget. If you need assistance with a flooding, drainage, or erosion problem, please call 865-215-5800 or email

Experiencing Flooding, Drainage Problems or Erosion on your residential property?

If you are a resident of Knox County, you may qualify for cost-share assistance from the Knox County Stormwater Department through the Environmental Stewardship Program (ESP).

The Environmental Stewardship Program is a voluntary cost-share program that funds low-impact or “green” technologies that help to improve infiltration, address erosion and reduce stormwater runoff on privately owned properties in Knox County. This program is funded by the Knox County Stormwater Department.
