Good Evening Commissioners,

Notes regarding the February BOC Meeting and listing of items that are NOT on consent. The February Work Session will be on Tuesday February 18th at 5:00 pm.

Going into the work session on Tuesday we have 63 total items on the agenda. This includes a few items that we will review and consider adding to the actual agenda. Of note, the zoning part of the agenda this month is relatively short.

One of the discussion items for the Work Session is the quarterly update on the Indigent Care programs from Dr. Buchanan. At the BOC meeting next week Dr. Buchanan is also going to provide an update on the Corona Virus during the Public Forum part of the agenda.

Honorary resolutions will be sent forward to the BOC meeting next week.

Several items have been requested to be added after the agenda deadline. All are on the draft agenda as “To Be Added”. Those items are: 45, 46, 48, 56, and 57.

Regarding item 46 from Commissioner Beeler. I get the intent of the resolution, however in the future we should have them pass through the Legislative Committee prior to coming to commission. That Committee and the members serving on it are very focused on the bills in Nashville. Commissioner Schoonmaker please weigh in on this - Thank you.

Regarding item 57 from Commissioner Busler. This proposed addition reads like two separate discussion items. A discussion of the floods and a separate discussion regarding Knox County Schools. If the board wishes to discuss the flooding then Knox County Engineering should take the lead on the response. If the Schools response to the flooding is your question I would suggest that you reach out directly to Superintendent Thomas prior to the meeting.

Items that will NOT be on the consent agenda:

Schools Item 10. This looks like a fascinating program that may help us with both college prep and CTE education. Please provide a little additional information regarding the outcomes we are working for. Thank you.

Election Commission Item 41. Cliff please provide a brief update on the new system.

Knox County Mayor Item 43. Purchase and Sale Agreement with BNA for Andrew Johnson Building.

Knox County Mayor and Commissioner Nystrom item 45 – Approval of appropriation to the Knoxville Chamber of Commerce. Update from Chamber President Mike Odom.

Item 46 from Commissioner Beeler regarding chapter 847 regarding hotel occupancy tax.

Items 47-50 are ordinances on 1st or 2nd reading.

The presentation on housing inventory and affordability by Jennifer Roche is planned for the work session.

The indigent care program update is planned for the work session.

Pending the time flow in the work session, I may move the proposed discussion items 56 and 57 to the BOC Meeting on Monday.

Please see my comment above regarding proposed discussion item 57. We can clarify when agenda is set.

Item 42. Presentation by Gene Burr with the Lakemoore Hills HOA and Alcoa Highway beautification project.


item 46. Daniel Sanders needs to give an update on his work and progress in asking for an AG opinion on the hotel motel tax. Knox County can lose dollars if not handled correctly. Jenifer Roache and Jill Thompson may also speak on the issue.
