Kathy Cate is Executive Legal Assistant to Law Director Bud Armstrong and Deputy Law Director Susan Crabtree. Additionally, she facilitates property transactions for Knox County, and manages the support staff. Kathy holds an Associates of Applied Science in Legal Assistant Technology from Pellissippi State Technical Community College. Kathy has been with Knox County Government since 1989, and she joined the Law Director’s Office in 1993.
Michelle Ellis began working for the County Finance Department in 1983 and transferred to the Law Department in 1996. She is the Legal Secretary for Charles F. Sterchi, III and for David S. Wigler. In addition, she handles the payment of dues, registrations, and CLE’s, etc., for all of the employees of the Law Department. Michelle also handles all travel arrangements and payment of travel expenses.
Rhonda Bennett currently serves the Knox County Law Director’s Office as Legal Secretary to Deputy Law Directors Daniel A. Sanders and J. Myers Morton. Rhonda also serves as the office liaison to the Knox County Ethics Committee, coordinating meetings, agendas and mailings for its members.
Rhonda holds an Associate of Applied Science degree from Roane State Community College. She has been employed with Knox County since 1996, having been employed by the Knox County Sheriff’s Office before joining the Law Director’s Office in 1997.
Caroline E. H. Sudlow, ACP is a National Association of Legal Assistants and Paralegals advanced certified paralegal in discovery. She holds a Bachelor of Business with a concentration in legal studies from Strayer University. She also holds an Associate of Applied Science in legal studies, magna cum laude, from Pellissippi State Community College. She has been employed with the Knox County Law Director’s Office since December 2002. She assists the legal team in the efficient representation of Knox County in a variety of civil litigation matters.
Jill Rosberg joined the Knox County Law Director’s Office in October of 2006. Jill’s primary responsibilities include assisting the Law Director in coordinating and drafting resolutions and ordinances for consideration by the Knox County Commission and managing the office budget. Jill earned a Bachelor of Arts degree from Simpson College in Indianola, Iowa and a Paralegal Certificate from Harper College in Palatine, Illinois.
Paula McCroskey has been employed with the Law Director’s office since 2008. She is the legal assistant to David L. Buuck, Chief Deputy Law Director and Deputy Law Directors David Sanders and Amanda Morse. Prior to joining the Law Director’s Office, Paula worked as a legal assistant in private practice for 23 years. Additionally, Paula maintains the time keeping records for all employees in the Law Director’s Office.
Sheri currently serves the Knox County Law Director’s Office in the capacity of Legal Secretary to Gary T. Dupler, Deputy Law Director.
Sheri was born in Knoxville, and attended Knoxville City Schools, where she graduated in 1977 at the age of sixteen. She became a Legal Secretary immediately after graduating high school, and has worked in the legal field since that time. She obtained her Paralegal Certification in 1980. Sheri also is the Legal Facilitator of the Divorce Parenting Class for Knox County Fourth Circuit Court, currently held at the YWCA Knoxville.
Paula Wry joined the Knox County Law Department in February, 2014. She holds a Bachelor of Science degree from the College of Business and Management Studies at the University of South Alabama. She also attained her SPHR certification from the HR Certification Institute in June, 2005. Paula came to the Law Directors Office from the private sector where she has over 15 years claims experience working with large deductible programs in the area of Tennessee Workers Compensation.
Natalie Moore joined the Workers’ Compensation Division of the Law Director’s Office in September, 2016. Natalie is assistant to Deputy Law Director, Evan Hauser. She was previously employed in the Knox County Law Director’s Office from 1985 until 1996. Prior to re-joining the Law Director’s Office, Natalie was an Employee Relations Manager for Ruby Tuesday, Inc.
Terry Moran graduated from the University of Tennessee in 1978. He began a career in law enforcement in 1979 and has worked at all levels of law enforcement including local, state and federal. He retired in 2008 after 25 years as a Federal Agent. After five years as a security consultant in the Oak Ridge area, he joined the Law Director’s Office in 2013 as their Investigator.
