Support Staff

Kathy Cate

Kathy Cate is legal assistant to Law Director David L. Buuck and Deputy Law Directors Houston S. Havasy and Michael W. Moyers. As Senior Administrative Officer, she facilitates property transactions for Knox County and manages the support staff. Kathy holds an Associates of Applied Science in Legal Assistant Technology from Pellissippi State Technical Community College. Kathy has been with Knox County Government since 1989, and she joined the Law Director's Office in 1993.


Michelle Ellis

Michelle Ellis began working for the County Finance Department in 1983 and transferred to the Law Department in 1996. She is the legal assistant for Chief Deputy Law Director Charles F. Sterchi, III and Deputy Law Director Amanda Morse. In addition, she handles the payment of dues, registrations, and CLE's, etc., for all of the employees of the Law Department. Michelle also handles all travel arrangements and payment of travel expenses.


Rhonda Bennett

Rhonda Bennett Myers currently serves the Knox County Law Director's Office as legal assistant to Deputy Law Directors J. Myers Morton and Jessica Jernigan-Johnson. She also serves as the office liaison to the Knox County Ethics Committee, coordinating meetings, agendas and mailings for its members.

Rhonda holds an Associate of Applied Science degree from Roane State Community College. She has been employed with Knox County since 1996, having been employed by the Knox County Sheriff’s Office before joining the Law Director's Office in 1997.


Jill Rosberg

Jill Rosberg serves as the Commission Liaison and Coordinator and manages the budget for the Law Director's Office. Jill has been employed by the Knox County Law Director’s Office since 2006. Jill earned a Bachelor of Arts degree from Simpson College in Indianola, Iowa and a Paralegal Certificate from Harper College in Palatine, Illinois.


Paula McCroskey

Paula McCroskey has been employed with the Law Director's Office since 2008. She is the legal assistant to Deputy Law Directors David Sanders and David Wigler. Paula prepares and maintains the audit reports for the office. She also maintains the time keeping records for all employees of the Law Director's Office. Prior to joining the Law Director's Office, she worked as a legal assistant in the private sector for 23 years.


Sheri Hamblin

Sheri Hamblin joined the Law Director’s Office in 2012. She currently serves in the capacity of Legal Secretary to Gary T. Dupler, Deputy Law Director.

Sheri was born in Knoxville, and attended Knoxville City Schools, where she graduated in 1977 at the age of sixteen. She became a legal secretary immediately after graduating high school, and has worked in the legal field since that time. She obtained her Paralegal Certification in 1980. Sheri is also a Legal Facilitator of Co-Parenting Classes for Knox County Fourth Circuit Court, Knox County Chancery Court, Knox County Juvenile Court and most surrounding counties of Knoxville.


Paula Wry

Paula Wry joined the Knox County Law Department in February, 2014. She holds a Bachelor of Science degree from the College of Business and Management Studies at the University of South Alabama. She also attained her SPHR certification from the HR Certification Institute in June, 2005. Paula came to the Law Directors Office from the private sector where she has over 15 years claims experience working with large deductible programs in the area of Tennessee Workers Compensation.


Amy Walker

Amy Walker joined the Law Director's Office in 2021 as their investigator after a 22 year career with the State of Tennessee. Amy obtained a Bachelor of Arts in Psychology from the University of Tennessee.
