John Troyer, a Certified Public Accountant (CPA), is the County’s Chief Financial Officer and Knox County's Comptroller. He served as the County’s Deputy Director of Finance from 2001 until moving to the director position in July 2007. Prior to coming to Knox County, Troyer was finance director for Blount County and before that for his native the City of Bartlett, Tennessee.
He served as President of the Tennessee Government Finance Officers Association (TGFOA) in 2007. TGFOA is a professional association organized to enhance the practice of government finance in Tennessee's 347 cities and 95 counties. The organization is affiliated with the national Government Finance Officers Association (GFOA). Headquartered in Chicago, GFOA is the professional association of state, provincial and local finance officers in the United States and Canada.
During Troyer's time with Knox County, the Finance Department has received both the Certificate of Achievement Award for Financial Reporting and the Distinguished Budget Award for nine years.
Troyer is a Board Member of Knoxville Lacrosse and sits on the Board of Directors of the Friends of Young Williams Animal Center. He is a graduate of the 1996 Leadership Blount class and served as treasurer for the organization from 1996 to 1999. Troyer is also a 2008 graduate Leadership Knoxville.
Troyer earned a Master's in Business Administration from the University of Tennessee in 1994 and a Bachelor's of Science in Accounting from UT in 1985.
