Richard Moran, Senior Director, Information and Technology

Richard MoranRichard (Dick) Moran serves as the Senior Director of Information and Technology (IT) for the Knox County Mayor; he has served in this position since 1980. This department also supports all other elected offices that make up Knox County Government. In this role he is responsible for all technology related issues including strategic planning, systems development, procurement and contract negotiation/management.

From 1978-1980, Moran served as Project Manager for the Knoxville-Knox County Criminal Justice Information System, and from 1973 to 1978 he served with the Federal Bureau of Investigation in various capacities within the technical division.

Moran is a native of Western New York and is a graduate of the State University of New York at Buffalo, where he also received a bachelor's degree in Criminal Justice.

Moran is an active volunteer with the CAC Mobile Meals Program and serves on the Board of the Metropolitan Drug Commission. He also serves on the Advisory Board of the Knoxville-Knox County Geographic Information System and the E911 Emergency Management System.

He and his wife Carolyn have two children and are members of All Saints Catholic Church.
