Frances Fogerson is Senior Director of Human Resources and Policy Compliance. Her department is responsible for benefits administration, classification and compensation, compliance with state and federal employment regulations, employee relations, employment services, training and development, and wellness and employee health promotion. She serves as the County's Equal Employment Opportunity (EEO) officer.
Frances has worked for Knox County Human Resources since 2000. She holds a Ph.D. in Human Resource Development from the University of Tennessee and is certified as a Senior Professional in Human Resources (SPHR). She also has a master's degree from Marshall University and a bachelor's degree from West Virginia State University. Her previous work included positions as a division director at a large mental health organization in Charleston, WV and as a statistician for the State of West Virginia.
She is active on a United Way allocations panel and also serves on the Board of Directors of the Mental Health Association of East Tennessee. She is a member of the Society for Human Resource Management, the Tennessee Valley Human Resource Association and the Tennessee Public Management Association for Human Resources. She is a past president of the American Association of University Women.
Frances and her husband, Dewey, share their West Knoxville home with several geriatric cats. They have a blended family of seven children (with six spouses) and eleven grandchildren who reside in West Virginia, New Mexico and Texas.
