Frances Fogerson is the County's Senior Director of Human Resources and Policy Compliance. Prior to coming to Knox County, she served as a division director at a large mental health organization in Charleston, West Virginia and as a statistician for the State of West Virginia.
Fogerson serves as the County's Equal Employment Opportunity (EEO) officer and serves on the Board of Directors for the Mental Health Association of East Tennessee. She is active on a United Way allocations panel and is a member of the Society for Human Resource Management, the Tennessee Valley Human Resource Association and the Tennessee Public Management Association for Human Resources. Fogerson is also a past president of the American Association of University Women.
Fogerson earned a Bachelor's from West Virginia State University, a Master's from Marshall University and a Ph.D. in Human Resource Development from the University of Tennessee. She is also certified as a Senior Professional in Human Resources (SPHR).
