The Community Development staff is moving forward with the application process for the 2009 community grant program. The process will be very similar to last year’s, using citizen panels to review applications and prepare recommendations that will be forwarded to County Commission for consideration in the 2009 budget process.
There are a number of enhancements that will be implemented this year, based on staff and panelists’ recommendations, and lessons learned during last year’s grants distribution. These include:
- Capping the amount for each request at $50,000 and limiting each agency to no more than three requests for funding. The deadline for submitting the applications is 4:30 p.m. Monday, February 9, 2009. Applications received after the deadline will not be accepted.
- A mandatory technical assistance workshop at the John T. O’Connor Senior Center on Tuesday, January 13, 2009. Any organization planning to submit an application to Knox County must send a representative to the training. At the workshop, the County will provide specific instructions for the application and information on the changes to the application process.
- A revised and strengthened conflict of interest disclosure process, providing guidance on how to identify potential conflicts. In any case where an applicant or county staff believe a conflict of interest could possibly exist, the Law Director’s Office will review the disclosure and offer guidance.
As previously noted, the County will again use Citizen Review Panels to review grant proposals. Forty volunteers answered this year’s call to make recommendations on five categories of services: health; seniors/veterans; social services; tourism/culture; and youth services.
